แม่ทัพภาคที่ 4 ตรวจเยี่ยม ชป.จรยุทธ์ กำชับมาตรการควบคุมพื้นที่เชิงรุก-พิทักษ์กำลังพล ควบคู่ดูแลประชาชนกลุ่มเปราะบาง
วันที่ 3 สิงหาคม 2568 เวลา 10.00 น. พลโท ไพศาล หนูสังข์ แม่ทัพภาคที่ 4 / ผู้อำนวยการรักษาความมั่นคงภายในภาค 4 ลงพื้นที่ตรวจเยี่ยมการปฏิบัติงานของชุดปฏิบัติการจรยุทธ์ กองร้อยทหารพรานที่ 4511 หน่วยเฉพาะกิจกรมทหารพรานที่ 45 ณ อำเภอระแงะ จังหวัดนราธิวาส โดยได้ให้กำลังใจแก่กำลังพลผู้ปฏิบัติหน้าที่ในพื้นที่เผชิญความเสี่ยง และประชุมร่วมกับผู้บังคับหน่วย พร้อมฝ่ายอำนวยการกองอำนวยการรักษาความมั่นคงภายในภาค 4 ส่วนหน้า ที่ลงพื้นที่ติดตามสถานการณ์เหตุการณ์ความมั่นคงร่วมกัน
ในการประชุมครั้งนี้ แม่ทัพภาคที่ 4 ได้เน้นย้ำจุดสำคัญในการขับเคลื่อนมาตรการ "ควบคุมพื้นที่เชิงรุก" ควบคู่กับ "แผนพิทักษ์กำลังพล" โดยมุ่งให้ทุกหน่วยปฏิบัติการไม่เพียงแค่เฝ้าระวังเชิงป้องกัน แต่ต้องเดินหน้าสร้างความปลอดภัยเชิงรุกในทุกมิติ ทั้งการข่าว การลาดตระเวน และการสร้างพื้นที่ปลอดภัยร่วมกับชุมชน สิ่งสำคัญที่แม่ทัพภาคที่ 4 กล่าวเน้นย้ำคือ
"ถ้าเจ้าหน้าที่เองไม่พร้อม หรือได้รับอันตรายเสียก่อน แล้วใครจะไปดูแลพี่น้องประชาชนได้?" ซึ่งสะท้อนจุดยืนที่ชัดเจนของผู้นำกองทัพภาคที่ 4 ว่า การดูแลประชาชนอย่างยั่งยืนเริ่มต้นที่ความพร้อมและความปลอดภัยของเจ้าหน้าที่ผู้ปฏิบัติงาน เจ้าหน้าที่ต้องมีสติ รอบคอบ และไม่ประมาทในการปฏิบัติหน้าที่ เพื่อให้สามารถยืนหยัดทำภารกิจได้อย่างมั่นคงและต่อเนื่อง
แม่ทัพภาคที่ 4 ยังแสดงความห่วงใยถึงกลุ่มเป้าหมายเปราะบาง โดยเฉพาะ เด็ก คนชรา พี่น้องไทยพุทธ และประชาชนในทุกหลังคาเรือน ที่ต้องอาศัยอยู่ในพื้นที่เสี่ยง ซึ่งถือเป็นหัวใจของการปฏิบัติภารกิจด้านความมั่นคงเชิงมนุษยธรรม พร้อมกำชับให้ทุกหน่วยเข้าถึงและสื่อสารกับประชาชนในภาษาที่เขาเข้าใจ โดยเฉพาะ "ภาษาไทยถิ่น" ซึ่งเป็นกุญแจสำคัญในการสร้างความไว้วางใจและลดช่องว่างระหว่างรัฐกับประชาชน
การลงพื้นที่ครั้งนี้สะท้อนถึงเจตนารมณ์ที่ชัดเจนของผู้นำทหารในพื้นที่ว่า ภารกิจความมั่นคงต้องไม่ละเลยมิติของมนุษยธรรมที่ดีงาม ภายใต้สังคมพหุวัฒนธรรม ต้องทำให้ประชาชนรู้สึกปลอดภัยทั้งในทางกายภาพและจิตใจ และเชื่อมั่นว่าทหารคือผู้ที่อยู่เคียงข้างเขาอย่างแท้จริง

Panglima Wilayah Ke-4 lawat pasukan operasi khas – tekankan kawalan kawasan secara proaktif & jaga keselamatan anggota serta bantu rakyat yang lemah
⌛️ Pada 3 Ogos 2568 jam 10.00 pagi, Leftenan Jeneral Paisan Nusang, Panglima Tentera Wilayah Ke-4 / Pengarah Keselamatan Dalam Negeri Wilayah 4, turun padang melawat pasukan operasi khas (Chorayut) dari Kompeni Askar Renjer 4511, Pasukan Khas Rejimen Renjer 45 di daerah Rangae, Narathiwat.
Beliau beri semangat kepada anggota yang bertugas di kawasan berisiko dan adakan mesyuarat bersama pegawai pemerintah unit serta pihak pentadbiran dari Markas Keselamatan Wilayah 4 untuk pantau keadaan keselamatan bersama.
Dalam mesyuarat tu, Panglima tekankan dua perkara penting:
Kawalan kawasan secara proaktif (aktif jaga kawasan, bukan tunggu masalah berlaku baru bertindak)
Pelan perlindungan keselamatan anggota tentera sendiri
Beliau kata, pasukan bukan hanya jaga dan tunggu, tapi mesti keluar buat kerja, buat rondaan, kumpul maklumat, dan kerjasama dengan kampung buat kawasan lebih selamat.
Panglima juga pesan:
“Kalau anggota kita sendiri tak selamat, siapa nak jaga rakyat?”
Maksudnya – keselamatan rakyat mula dengan keselamatan anggota sendiri. Semua anggota kena beringat, hati-hati dan jangan lalai semasa bertugas.
Panglima juga ingatkan supaya jangan lupa jaga golongan lemah – seperti kanak-kanak, warga emas, orang awam Thai Buddha dan semua penduduk kampung dalam kawasan bahaya. Ini adalah hati kepada tugas keselamatan dari sudut kemanusiaan.
Beliau juga suruh semua unit guna bahasa yang rakyat faham, terutamanya bahasa kampung (bahasa Thai dialek tempatan), supaya rakyat boleh faham dan percaya kepada pihak tentera.
Lawatan ni tunjuk niat baik dari pihak tentera – bahawa keselamatan bukan sekadar jaga tempat, tapi jaga hati rakyat juga. Dalam masyarakat yang ada banyak budaya, rakyat perlu rasa selamat dari segi fizikal dan juga dari segi hati. Tentera mesti jadi orang yang rakyat boleh harap.

- Fourth Army Region Commander Visits Mobile Operations Unit – Emphasizes Proactive Area Control, Force Protection, and Support for Vulnerable Communities
⌛️ On August 3, 2025 at 10:00 AM, Lieutenant General Paisan Nusang, Commander of the Fourth Army Region and Director of Internal Security Operations Command Region 4, conducted a field visit to inspect the operations of the Mobile Tactical Operations Unit under the 4511th Ranger Company, Special Task Force of the 45th Ranger Regiment, in Rangae District, Narathiwat Province.
During the visit, the Commander offered moral support to personnel deployed in high-risk areas and convened a meeting with unit commanders and the forward administrative staff of the Internal Security Operations Command Region 4 to jointly assess and monitor the ongoing security situation in the region.
In the meeting, the Commander emphasized two key strategic priorities:
The implementation of proactive area control measures, and
The execution of the Force Protection Plan.
He underscored that operational units must not limit their role to defensive surveillance alone but should actively contribute to comprehensive security initiatives — including intelligence gathering, patrolling, and the creation of safe zones in cooperation with local communities.
A critical point highlighted by the Commander was:
“If our personnel are not adequately prepared or are harmed first, then who will be left to protect our people?”
This remark clearly reflected his belief that the foundation of sustainable public safety lies in the preparedness and security of operational personnel. Officers must remain vigilant, thoughtful, and cautious in their duties to ensure that their missions are carried out effectively and without interruption.
The Commander also expressed concern for vulnerable groups, particularly children, the elderly, Thai Buddhists, and all civilians living in high-risk areas. He described this concern as central to humanitarian-oriented security operations.
He further directed all units to engage with and communicate clearly with local populations using language that is familiar and accessible, especially regional Thai dialects, which are essential for building trust and bridging the gap between the state and the people.
📘 This field visit reflects the clear intent of military leadership in the region — that security operations must never neglect the human dimension, especially in a multi-cultural society. The overarching goal is to make people feel secure not only physically but also emotionally, and to reinforce their confidence that the military is truly by their side.
